Thick as thieves, pains in each other's asses on occasion. I imagine that they were quite close being the oldest Weasleys and as much as they were a pain to each other they were quite close growing up. They might have bonded over having "riskier" jobs and perhaps quite a bit of ribbing. I do see them talking a lot and Bill maybe being one of the ones to help Charlie talk out his love life, etc. Just general sibling things, honestly.
It's completely up to you whether he still got married to Fleur, etc. I'm good either way! Otherwise most of his personality and everything else falls to canon.
